Ted Kennedy killed the bill.”I'd be happy to take some of the heat off the former president by saying that it was also Kennedy's fault that we didn't have nearly universal health insurance coverage when Richard Nixon proposed it in 1971. Kennedy even admitted it.

Bipartisan Embitterment
